Florida Exchange Website Information
If you live in Florida, you will use the federal government website, HealthCare.gov, to shop and apply for coverage. Coverage can start as soon as January 1, 2014.
Florida Gov. Rick Scott, a Republican, has been an outstpoken critic of the federal health reform law and everything contained within it, including the health insurance exchanges. Not only have Florida leaders declined to approve legislation to create an exchange in Florida, they missed deadlines to apply for millions of dollars in grant money and even returned a $1 million federal planning grant awarded in 2010.
What may be confusing to state residents and outside observers is Florida’s intention to launch an online insurance marketplace later this year. Florida’s own insurance exchange, called Florida Health Choices, does not meet federal requirements. Initially, only small employers will be able to purchase insurance through the exchange. Coverage is not portable, although — if an individual leaves that employer — continuing coverage might be available through COBRA. Florida’s exchange does not subsidize the cost of plans sold through the exchange for low-income individuals or offer tax credits to businesses. And, the Florida exchange does not require a minimum set of benefits as the ACA exchanges do in the form of essential health benefits.
